Treatment at the cost of the Global Fund

Multi-drug resistant tuberculosis, or MDR-TB, is a form of tuberculosis resistant to at least two most effective antituberculosis drugs. These are isoniazid and rifampin. It means that these antibiotics will not be effective in killing the bacteria.

According to WHO, due to timely diagnostics of MDR-TB cases using modern diagnostics techniques, the number of MDR-TB cases increased from 3,482 in 2009 to 8,430 in 2014.

Expenditures for implementation of the Nation-Wide Social Targeted Program to Fight Tuberculosis amounted to UAH 346,174 thousand in 2014, among them UAH 188,507 from the State Budget of Ukraine, and UAH 157,667 from the Global Fund.

Antituberculosis drugs at the cost of the State Budget of Ukraine were procured for UAH 152.9 million, which amounts to 90% of the total expenditures for antituberculosis drug procurement for 2014, which allowed for provision of continuous treatment to all patients with sensitive TB and 50% of patients with MDR-TB. Other 50% of 2nd-line drugs for MDR-TB treatment were received by Ukraine as humanitarian assistance at the cost of the Global Fund.

Overall, there are over 15 thousand patients with the 4th category (40.3%) registered at tuberculosis facilities in Ukraine. Approximately 90% of MDR-TB cases detected over this period started their treatment with 2nd-line antituberculosis drugs within the last five years (except 2010), however, the absolute number of MDR-TB cases increased from 3,186 in 2009 to 8,430 in 2013. The introduction of a large-scale program of treatment of MDR-TB patients should become a leading factor in decreasing the scales of TB epidemics in the country.
