Routine Epidemiological Surveillance

What is a routine surveillance
Routine HIV surveillance is based on sero-epidemiological monitoring of HIV prevalence among the population and data on the officially registered HIV-positive persons.

Sources of data and information processing
Ukrainian Centre for Prevention and Control of AIDS receives data of routine epidemiological surveillance in the form of reporting records on HIV / AIDS and a computer database registry of HIV-positive persons that were approved by:

MOH order №180 dated 05.03.2013 ‘On Approval of Primary Record Forms for Documents and Reports on Monitoring the Treatment of the HIV Epidemic Situation and Instructions for Filling them Up’

Data on HIV-positive pregnant women are also collected as part of routine surveillance under state statistical record and reporting forms pertaining to HIV / AIDS and make up a part of the registry of the national computer database.

Compliance with international standards

The current statistical records have been brought into compliance with international standards (International Statistical Classification of Diseases and Related Health Problems, 10th Revision) and includes official data on HIV-positive persons who are under medical supervision in healthcare facilities, regardless of their ownership and subordination, including healthcare institutions of the Ministry of Defence of Ukraine and the State Department of Ukraine for Execution of Sentences, and do not require holding biotic assessment.

Voluntary counselling and testing for HIV

According to the standards of “voluntary counselling and HIV testing” (VCT), a person undergoing HIV testing in Ukraine as part of routine surveillance and special tests shall sign informed consent during pre-test counselling concerning the agreement to testing for the presence of antibodies to HIV. The procedure for VCT, the form of “informed consent” and reports on people who received VC were approved by order of the Ministry of Healthcare of Ukraine of 19.08.2005 № 415 ‘On Improvement of Voluntary Counselling and Testing for HIV’.
